I don’t believe he means he’s going to start him in every single game. He is ready for (and deserves) more game time but unless he does something truly exceptional then he’s not going to turn into Hazard overnight, which is what your suggestion in selling the others would imply.
I’m not sure even a Fulham would start him every single match.
